By the decision of the judge of the Pechersk court of Kyiv Vovka SV from 17.12.2020 in the case № 757/56194/20-ts on the appeal of the director of the Arsenal plant Igor Voloshchuk to the order of the State Tax Administration from 04.12.2020 № 33-KPZS on bringing I. Voloshchuk to disciplinary responsibility (reprimand) was prohibited by the State Space Agency of Ukraine dismissal of I. Voloshchuk from the position of director of the Arsenal plant.
The SCA expresses its disagreement with the court’s interference in the powers of the central government body to manage the critical enterprise and the necessary radical personnel changes.
For this purpose, the SCA addressed the Kyiv City State Administration by letter dated 14.12.2020 № 5077 / 10-16D07 / 20 to approve the dismissal of Ihor Voloshchuk from the position of the director of the Arsenal Plant in accordance with the requirements of the current legislation.

In this regard, we would like to note that the company’s activity since its restoration in 2012 is constantly unprofitable – to date, the amount of uncovered loss of the company reached 108.7 million UAH. In 2019, sales in dollar terms amounted to only one third of sales in 2012. According to the data for 9 months of 2020, the company received a loss of $ 422 thousand (in comparison – the profit for 2005 was $ 535 thousand).
In recent years, the company spends most of the time working part-time or even idle. The average salary at the company is one of the lowest in the industry and significantly lower than in the city of Kyiv as a whole. As of December 17, 2020, the company has not paid salaries in the amount of UAH 2.69 million. for October and November of the current year.
As a result, the number of employees is constantly decreasing – if in 2005 the plant employed 3.2 thousand people, in 2009 – 2.6 thousand people, in 2013 the number of employees was only 379 people, and in 9 months of 2020 year in general decreased to 206 people.
We would also like to emphasize that pre-trial investigations into criminal proceedings concerning the illegal alienation of the property of the Arsenal plant and the illegal construction of land plots on the territory of the Arsenal plant are currently underway.
